Hello. This is a warning from HM Government to let you know that a full scale nuclear attack has just been launched against this country. You might consider taking cover or protecting your home indoors with lots of pillows and cushions. Also, gather as much food, water and warm clothing as you can after making sure all your relatives are in a safe place. Further welcoming alerts will follow in due course.

//full scale nuclear attack has just been launched against this country// - all the rest is froth as with the larger weaponry in nuclear bombs as to weight and radius of impact -i- we will all be obliterated and -ii- three or four bombs only and the whole country is ash.

Just turn it off like I have done. In fact everyone should always go through all their settings and turn off anything they dont use or could track you.
The best instruction for dealing with a nuclear attack comes from the days of the cold war.
1. Sit down.
2. Put your head between your knees.
3. Kiss your ass goodbye.
I don't get why people are making such a fuss over the early warning mobile phone test.
Perhaps the pointless expense, the intrusiveness or the certain knowlege that it will fail when needed.
