Batts peppercorn grinder from Lidl (full of peppercorns). You can actually unscrew the top and refill it! Any pepper grinders I have ever had have lost their efficacy after a year or two. Selling pepper in a non-reusable grinder is a crime against skinflints like me and the planet.

Buen; Have you ever tried refilling one that's designed not to be refillable? I've scoured the interweb and never found a solution (apart from the use of brute force or heat-producing tools). There was a chap called Tate who claimed he could charm himself into any hot spot, but I couldn't make head nor tails of his stuff.
I've certainly managed to remove 'fixed' plastic caps on glass containers in the way shown in the video, Atheist.

However I've never needed to do so with a pepper grinder, as I bought my wooden one about 30 years ago and it still does the job well enough for me. (It's nothing posh. It's just half of a salt and pepper set that was advertised on those signs that you see by the petrol pumps at filling stations, where they seem to offer all sorts of different items for sale in the shop).
You want one with a ceramic grinder if you want it to last.
I bought peppercorns from Tesco and they came in a refillable glass grinder, cheap too. I've probably had it five years, I certainly didn't pay more than a packet of peppercorn
On a similar theme, a few years ago I began to wonder why we were unable to refill Sarsons vinegar bottles - the type you see on cafe tables.
Youtube shows you exactly how to do it. The manager of my local chippie told me he's been pouring cheap vinegar out of 5 litre containers into Sarsons bottles for years using the method but this isn't the place to discuss the ethics.
The so-called "unrefillable" course sea salt grinders are also refillable using the hot water method.
I must find that YouTube video. Husband insists on Sarson’s vinegar, but I’m sure he wouldn’t be able to tell the difference if I put cheap vinegar into a Sarson’s bottle.

Yes, I've done it Atheist. Needs a bit of tugging on the towel covered cap, but it just pops off as per the YouTube instructions

I would add that there's one or two videos that show miniature funnels being used for the purpose but I wouldn't bother as the bottle can be rinsed out if need be before pouring in your own vinegar. I'm thinking here of the odd bottle of Sarsons that may have a "vinegar mother" in the bottom that's best rinsed out first although it's harmless.

Chip shops don't use malt vinegar, they use non-brewed condiment. I can tell the difference.
barry1010, not necessarily. There are some bulk produced malt vinegars out there that are as cheap as non-brewed condiment, which is just acetic acid, water and caramel. They are readily available from trade suppliers.

Caramelised dilute acetic acid is sharper than vinegar to the tongue and many people prefer it but cheap malt vinegar is still preferred in some areas in the UK due to people being reluctant to use what is looked upon as an industrial chemical on their fish and chips.

Mind you, you have to consider that some people are allergic to barley so NBC is the only one for them.
