having said that striking doesn't necessarily mean handsome - you could be strikingly handsome or strikingly ugly (I think)

In the same way that strictly speaking, egregious can mean unusually good or bad, but is always taken to mean bad. Comes from "grex" which is the flock in Latin and hence "outside the flock" or outside the norm.
