With 40+ Police Forces throughout the UK, all would claim to be servants of the public. True! It's also true that each force operates with a degree of autonomy. For example, policing practices carried out on a sink estate would be very much different to policing methods applied to those living in say; Mayfair or Westminster.

This is not to defend Police Forces. Boy o' boy, they have a very difficult job to do. Given the countless number of scenarios the police will face, the subsequent variations of how each individual officer might tackle and/or respond to a particular incident, it's inevitable that the 'lines of law enforcement' become blurred.
