To keep it short my coworker says we are friends but she hasn’t given me her personal phone number only her work number. When she was in short term disability I texted and email her to see how she was doing but she never responded. When I called her for work related stuff, she doesn’t answer, and texted me excuses the next day why she didn’t answer my call. Takes forever to answer my text messages. She only calls me when she needs help with something and if I call her back she doesn’t answer.

We work together and I understand we are busy sometimes but sending a quick reply won’t take much time.

I think enough is enough, I thought we were friends but it feels like we are not.

It's your decision. Some folk would be satisfied with such a situation, some not. You have to decide which you are.
don't be mad at anyone - accept your relationship (it's not a friendship) is purely work based & make only the necessary contacts.
you do not have to be friends with work colleagues..aquaintances perhaps, but many do not like to mix work with personal..I am one !
Definitely not friends. Only interact with her when you need to at work. Don't bother texting or ringing on a friendship basis.
