As a passenger I mean, like getting a ferry to France from Dover - could you board a boat to the USA?

of course you can sail from england to the states,lots of cruise ships do the route
Yes, you can. There are a few companies that deal with this. For an example, have a look here.
Point to remember is that you'd be aboard for quite a few days of fairly luxury travel, and that it could end up costing you the equivalent of a First Class air fare!!
It's called a TransAtlantic Cruise.....
