does anyone know if there are any policies about eating at your desk? if it breaks health and safety law?

No legal issue if it's food you have brought in yourself, for example I regularly eat ASDA's hot chicken at my desk. Your employer may well have rules about it though.
there is an issue with eating/drinking around electrical equipment!
A friend was a manager for a large organisation. She was told that if she did not have time to take a proper break, they would need to enquire into whether she couldn't cope or was being overworked.
Will be more of an issue about what rules your employer has on the matter.
