Can leaders of other countries confer knighthoods or other titles?

Do you mean on British citizens? If so, the answer is yes.

I meant in their own country. As an example could the king of another country confer a knighthood on their own citizen?

I don't know why I thought of it. I didn't realise that say India could have sirs and dames.
That's not what you asked. Knighthhoods are a peculiarly British phenomenon. They may be awarded to foreigners, but only citizens of the British commonwealth can use the title. Ronald Reagan was made a Kight of the British Empire but could not call himself Sir, whereas Terry Wogan could because at the time of his birth the ROI was still part of the commonwealth.
The majority of countries have some kid og Honours System Caran.

Seems a bit daft; being given a title but not permitted to “use” it. What’s the point? Like Harry and Meghan keeping their HRHs but not allowed to use them.

Terry Wogan's being called Sir Terry Wogan was nothing to do with the ROI being in the Commonwealth when he was born.

He obtained British nationality in 2005, prior to being Knighted and that was why he was called Sir Terry Wogan.

Indeed. Cf Bob Geldof who was awarded an honorary KBE in 1986. Being an Irish citizen, the title was honorary, although many people refer to him as "Sir Bob". Which he isn't.
