Usually, at least here in the U.S., they are used to charge small batteries that, in turn, are used to power radio transmitters that, due to their modular design, do not require much wattage... The transmitters are sending data rather than voice signals...

Actually, spaced, the only power is the solar panel and rechargeable batteries. The beauty of the device is that it can be installed anywhere without the need for electrical power...
