is their a formating order for the national insurance number
ie the first number seems to match year of birth
what would rest mean

I don't know the answer to your question, but the first number can't necessarily be the birth year, otherwise according to my NI number, I would only be 21 and I'm actually 29.
There is some sort of logic to it but it's changed from time to time so isn't consistent.

I did one stumble on a web site that gave some details - maybe some googling would unearth something for you.
