Can't Speak To Anyone

at TV Licensing. Have just spent nearly an hour trying to speak to a human being, but it isn't possible.
I went through all the options, tried different numbers, and when I was finally told I would be put through to someone, a voice told me there was no-one there to take my call!
My license is due to be renewed, but because I will be 75 yrs old within the year, I only have to pay a % of the amount due.
Doing it online and probably by post, they need a copy of my recent Pension Credit letter, a copy of my ID (which would be my driving licence) and these can be uploaded online.
Unfortunately I don't have a scanner, so I can't do that.
I was hoping to speak to someone who could tell me what options there are, if you can't scan documents.
What can I do?

emmie, thanks for that number. It was mostly about the payment plan, but they did put me through to someone else, and 4 people and 21 mins later, I got someone who said I can phone the Pension Credit people and get a letter showing I receive it and with my date of birth on it.
He is also going to send me a form to fill in, (probably the one Chris has mentioned) so I can then apply by post.
Hope I don't have to go through all this again phoning the pension people.

TORATORATORA, figures for 2020 showed 16% of UK adults don't have a smartphone.

The fact that someone is part of that percentage does not mean they should be mocked.
Cancel you direct debit or paying information.

They will then contact you.
My Mum can use a laptop, but there is no way she can use a smartphone. Touchscreens are quite intimidating to people underconfident with technology.
I am only after typing loads of information there and lost it. Bring your pension credit letter, photo id, the form you need to fill in and bring it all to the Post office, just done this recently for my sister last September. Chris is right you will receive your free TV licence since you are 75. She received the licence about one or two weeks later. The PO should be able to do it all
