Apparently in "It's a Wonderful Life" they used white painted cornflakes.

There were loads of dodgy things done on the set of Wizard of Oz.
Flakes of white asbestos
I know and they actually used asbestos.
Dendritic salt is often used as fake snow - my picture framing studio was once covered in it for the film 'Patton.'
