What I'd like is a single camera, mounted over the front door, controlled by a joystick device in the living room, to rotate left and right through 180 degrees, also up and down, the picture either being shown on our TV, or on a separate monitor.

How much should I expect to pay for such a device, and what sort of specialist company should I go to for it?

I know it's not going to be cheap!

Are you sure that would be the best option for you? Somebody would have to be at home, monitoring the monitor and operating the joystick. Pointless if nobody is at home while some lowlife is scouting your property or breaking in to your car.
You can get cameras that automatically track movement on your property, zooming in and out, and rotating. You can get alerts on your smartphone, laptop or tablet and look at live footage while you are out and also connect to your desktop. Footage is stored in the 'cloud' so you can access it from anywhere and email it should you want to.
I forgot to add that with the setup I described you can also manually control the camera from your device at any time, so you can rotate and zoom at will.

I think you'll find the problem that the camera operated by joystick is very old technology, so I would doubt many firms are doing it
Cameras have very wide fields-of-view these days. You shouldn't need to pan.
