in the We Buy Any Car advert - he says to the car buyer 'did he agree to that too quickly'? I would have said 'didn't he agree to that too quickly'? Or is it just me?

To be honest, I think both would suffice.
Essentially it's different ways of saying the same thing.

It's all in the intonation - and the script of course.
did and didn’t both past tense.
I thing "Didn't he..." expects a "Yes" answer ie, agreeing with him. "Did he..." is a straight question. Either is grammatically correct.
Sold my Car and contacted them to stop sending me emails but they didn't listen.I also agree with you.
