I am not sure of the reason for adding "Forebear. 4 20?" to your post. The answer to clue 20 could well be relevant
So is there a theme/special instructions re adding for/fore?

Forebear is a (possibly antiquated) word meaning ancestor and I was looking for a connection to the bears. Four fore are puns. Twenty is a number.
I can’t spot a theme.

Maybe there is a saying I don’t know connecting fortune and bears?
YEs I know what forebear mean, thanks. I don't understand the otherpoints you made or why you typed "4 20"
There are some collectibles called Fortune Bears
Is there an old verb "to ancestor" which = to bear

I did not mean to imply that you did not know the word forebear. I was trying to answer your question about why I had written it. I actually had to look it up because I thought it might be forebearer. The autospell keeps correcting it. I know a verb forbear, to resist, restrain or be tolerant. A Wild animal is not that. I only knew of fortune cookies and gummy bears. I’m elderly and forgetful and come here in the hope of learning, which I have. So thank you all!
Querty, it is not a very good clue, but the answer is defined as Bears.
