Perhaps he thought they were for available for nothing? I’m not trying to defend him, but maybe he’d previously worked in places where food and drinks are provided.

'Alleged', from the same playbook as 'suspect' when referring to a blood-soaked lunatic with a machete kneeling over the body.

I've worked with blokes earning £1,500 a week who'll steal a newspaper on the way to work but this bloke takes the biscuit.
