I've just read in my local newspaper that my local A&E are only going to be open at core hours. I'm baffled on how an A&E can determine when their going to be busy. How does one know how many people are going to break a leg, have a stroke or heart attack at any given time of the day or night? There is however another Hospital 15 miles away, and by what I read its not going to include this one.

they are not bothered when they are busy, they'll deal with what occurs when they are open. I assume by core hours they mean 9-5.

I read that to mean that there is new type of A&E opening to supplement the existing A&E at the Royal Shrewsbury Hospital. Core hours could well include the busiest of times outside 9-5, such as Friday nights.
Strokes, heart attacks and anything that appears life threatening skip A&E anyway.
