My elderly mother has recently bought a sheltered accommodation flat. Buildings insurance is part of the service charge. In theory then my mother only needs to purchase contents insurance. However the manager of the complex has informed me that should there be a water leak stemming from the flat (bath overflow, cistern leak) which damaged the flat below then my mother would be held responsible and have to pay for the damage. Tried a few insurance companies and had no joy finding a policy. Can anyone advise?

Before you do that, make enquiries about whether the manager is correct. I have a suspicion he may not be.
I would suggest it depends n the cause of the leak. If your mum forgets to turn off taps and so on it may well be her fault but burst pipes shouldn't be. If it was me I would be asking to see whatever he has told you in writing and from the owners of the complex.
