Aberrant, apologies I thought the SDP were formed later. However at the time we are referring to they had not yet allied with the Liberals so Steel was referring to the old Liberals (whigs).

Formed by the Social Democratic Party (SDP) and the Liberal Party, the Alliance was established in 1981, contesting the 1983 general election, 1984 European election and 1987 general election."
You can read the 1981 speech at the Llandudno Liberal Assembly which makes specific mention of the Liberal-Social Democrat Alliance and of the "great reforming government I expect us to form with our Social Democratic allies".
