Do you know when he died? Wife's name? Siblings names? Your best bet is to go to your local library & use their subscription to ancestry or findmypast which ever they subscribe to. If you can gain access to the 1939 register you might find him there or on electoral rolls. Good luck.

There's an Arthur Frederick Hogben born in Sturry, Kent c.1897. In 1911 he was a 14 year old gardener living with his parents Charles and Jane (Wood) Hogben at Calcott Farm, Sturry. Also living there were brothers George William 17, Alfred Thomas 16, Ernest Henry 9 and Percy Sydney 7. Sister Constance Grace was 2. He died in Canterbury in 1974. On the 1901 census he had a sister Emma who was 3 years older and the family had a visitor, Alice Parsons who was born in London. Does any of that fit what you know?
