Google chrome i'm guessing? Sometimes on chrome if you go to a news website, it will start sending you news updates in notification form if you don't click "Block"

If its Facebook, then you simply log out of it.

If you mean Windows 10 notifications, go to Settings (left click on Start button, and settings is the icon above Power that you use to shut down). Then go into System settings and Notifications & Actions. You can turn off notifications there for selected apps or for all apps.
