Why all the big fuss about a piece of paper that neither side is going to adhere to? And why should hizbollah have a say in it when they are a terrorist organisation?
Hezbollah are part of the Lebanese goverment, and as such, should unfortunately, take part in negotiations.
As far as the UN are concerned, my main concern, is that if both sides initially adhere to whatever resolution is formulated, with Hezbollah's avoed intention of destroying israel, just one rocket over the heads of the blue berets will start it all over again.
