This is a complete guess but I always thought it was made famous by Jack Duckworth in Coronation Street, "Flaming Nora Vera..."
Jack Duckworth may have made it famous but it has been in use much longer than that. May be similar as "Ruddy Nora" and although I don't know what that means either, I know "ruddy" means bloody if that helps ?
Bloody Nora as well....the are all very mild forms of swearing which were developed in the days when the church looked very dimly on anyone saying rude words and people invented these things to say when a nice loud "Aww fcuk" was unavailable.....

.....My ex, from N.I. used to be fond of saying flip in place of another word......even her truly bible bashing parents said it......there is no direct derivation (or one Nora) available I'm afraid...Just something that came about to stop swearing in public.
