I foolishly got a �35 "Parking Ticket" in France earlier this month for not being able to read and understand their roadsigns. Does this still apply now that I've returned to the UK and should I pay the fine ?

I'd say ignore it.
I know the Spanish police have(/had) been told not to bother chasing tourists for fines.
