A vaguely remembered film

Shown on tv years ago. It was in black and white. The story was about two young boys who found an abandoned baby whilst they were out playing in a wood, they decided to look after it and named it Rover. Anyone tell me what the film was called?

Located a picture of the 2 boys in one of my film books
(Vincent Winter + John Whiteley) under the US title, The Little Kidnappers [as in BM link], guess their using their bus passes now!!
