I keep seeing on the net at people saying that their confirmed homosexuals or confirmed athiests so what exactly does it mean to be "Confirmed?"

Does it mean they've had an inward battle and wrestled with the fact that they might be homosexual or athiests until one day they snap, bang the table with their fists and shout "God dammit I'm confirmed?"

What exactly is the journey from a homosexual or athiest to confirmed homosexual or confirmed athiest or maybe in some cases a confirmed homosexual athiest?

I think it's a metaphor for the Christian sacrament known as Confirmation, Jahulaye, which is a specific definition of confirming. This from the Wiki article:

"In Christianity, Confirmation is seen as the sealing of Christianity created in Baptism. Those being confirmed are known as confirmands. In some denominations, such as the Anglican Communion and Methodist Churches, confirmation bestows full membership in a local congregation upon the recipient. In others, such as the Roman Catholic Church, Confirmation "renders the bond with the Church more perfect", because, while a baptized person is already a member, "reception of the sacrament of Confirmation is necessary for the completion of baptismal grace".
