I presume you mean 10 as in Ten. It refers to the score given to the 'perfect woman'. Ten out of Ten.

Or do you mean the film "Arthur 2- On The Rocks" where Arthur is being shown around a flat he is thinking of renting and the landlord says "This place even has IOL - Instant On Lighting." then flicks the light switch to demonstrate.
