'Wacky' means 'crazy' and 'baccy' is an abbreviation of 'tobacco'. Thus, 'wacky-baccy' - as pointed out above - is the stuff that is believed to make you behave in a crazy way when you smoke it, since it affects your brain.

Lived in Hawaii for a while and the home grown stuff there was called Maui-Wowie (pronounced Mowie Wowie), not of any relevance but then my mind goes off onto tangents all the time......
