UPVC window won't open

Kitchen window. We think one part of the locking system won't disengage. We can press in the black finger button and raise handle but when we push the window will not open - it isn't locked! Is this an expensive repair if we get someone out? we are worried as we are on a small pension.

if its rubber sealed just insert washing-up liquid to loosen.
Hi, try getting a coat hanger or bit of stiff wire, put a bend about inch and half from the end. After that put it between the frame and the rubber seal, keep moving it until it moves the lock then it should open so that you can find out what's wrong with it. You should only have to move one of them as they should be connected.
If your window has a shoot bolt assembly then maybe the racking has come away from the gearing, preventing the shoot bolts from operating. Shoot bolts are bolts that extend out from the corners of the vent when the window is locked. If this is the case they you will probably have to get a fitter in to look at the problem. That is after you have tried the things that have already been suggested and could be the problem. Regards Al
