Can anyone help please with the phrase to be written under the grid (supposedly deduced from the additional words from across clues)?

It is a phrase from Latin Mass.
Extra words from 5 thru 20 will give you an answer broken down as
3+3+4+1.
So Clue at 20 provides only one letter.
BTW, I have answer to 8d but cannot parse it.

(Also you mean EV 1240 and not 1246).

I think 8d is H for hard and C for cases up in the air. Definition is Extract that leaves surrender.
