What Does 'at War' Entail?

The French President has declared France is at war with ISIS. What exactly does this mea, do the rules of war come into effect? Can a French citizen now engage in war with an ISIS terroris?

The French do prefer the appearance of things above the reality. You only have to look at the weekly handouts from the supermarkets. To say that pigs' trotters are cheap this week there will be a picture of a couple of trotters nicely decorated with herbs on a beautiful plate and the heading 'Suggestion de presentation'. They do it with bras etc. as well.

I know I've picked a simple example, but that is the thought process. It is all about words and appearance. Reality follows a bit later - but make no mistake, France is a police state and knows where the vast majority of people are and has powers that do not exist in the UK. The machinery exists.
I think that Retrocop posted a link(zm) earlier today, that highlighted the fact that there had been a huge increase for applications to join gun clubs in France in the last few weeks.
It's easier to get a gun licence in France than UK. For a start off there are the wild boar which used to ravage my garden grrrr - lots of people turned up with guns to sort them out. Don't underestimate the depth of the French commune system.

Naturally, Togo - and deer, rabbits etc.... and my neighbour used to say that I didn't need to worry if I took a holiday because he would patrol with his rifle..... in case. :)

It means they will take any action they feel is required to neutralise any threat from these scum as,how and where they see fit

I believe France is still technically in a 'State of Emergency' which is the equivalent of being on a war footing so there are many things at his disposal and all the niceties fall away.
I would start by closing down some mosques and enforce the coverage of all preachings by CCTV within the remainder and also within prisons of Imam visitors, with anyone preaching hate to be deported.
Tha Arab mentality lies and scoffs at liberality and only acknowledges strong reactions, - all our politicians need advisors who understand this.
