While they tend to be slightly older games, and you are more renting the games then buying them, they are pretty cheap eg 73 games for �6.95 a month.

You can register a Steam account at http://www.steampowered.com/ and buy and download their growing catalogue of games.
However, you will need a pretty high spec PC for the new ones.
