I currenty have a contract with EE or Orange, not sure which. it ends in February after 2 years, my phone is till working fine and hardly any advancement in technology for my phone (Galaxy Note3) so I am not renewing my contract. I have no signal at all for the Orange network so I am thinking of going for the 02 network, either with 02 or Tesco or Giff Gaff with a sim only contract that has very good signal here.

I will want to use the internet on my mobile phone when out and about.

Can I keep my telephone number when I switch? and how much will it cost me to unlock the network on my phone to use a different network?

We cant even get 3G let alone 4G!! Mid Wales is not the metropolis that would invite the mobile giants to invest to any huge degree unfortunately.
Just phone your current provider and ask for a PAC code, when you have this, phone your new provider, give it to them and they will do the rest.
