Somewhat academic question but, is there any
law that says I can't just knock my house down
if I felt like it ( no mortgage )

There are a lot of words in the above link.

You must notify Building Control and they issue a permit once satisfied you have demonstrated a safe system of demolition.

Failure to do so is a breach of regulations.
You also now have to be able to demonstrate how the building rubble is dealt with according to local regulations - for example by having it ground into hardcore on site.

and if you knock down a building which has been suitable listed - then they can make you rebuild - but I think it has to be grade 1 listed

the way around this is
to drive a JCB into it on a Sunday morning and then say oops I wasnt driving very well that day ....
It doesn't have to be Grade 1 listed, PP.

Just a proposal to Grade 2 list a building, or local authority recognition as a "non-designated heritage asset" is all that's required:
