If you Prim Minister...what would you make conditional

I would make sure every 18 yr old had to do a stint in the Armed Forces for two years, male and female.
it works in Turkey, Israel and a few other countries, I think this would instill in people good values that would carry them on through life, not all, but a lot would make a better person by it, there will always be the bad apples

Bloody scroungers the lot of 'em
Because the NHS is there to make sick injured and disabled people better....It can't afford to give disabled kids the wheelchairs and prostheses they need, it can't afford to give people with cancer or dementia the drugs that would enhance their lives...seemingly it can't afford to make sure that all hospital furniture is in good order (recent personal experience)
People who cannot conceive or father children are, by and large, not ill. They are infertile or sub fertile. IMO there are better things for the NHS to spend its wonga on.

but you can say that about drug users, obesity, smokers , not just the women/men who can't have a child
