Probably Aeroflot, but the Soviets were never good at releasing reliable figures. I remember hearing some incredible stats. about how many 'planes they'd lost.
Air Nigeria was pretty awesome too. Apparenly they went bust by.....simply running out of planes. I've flown West Africa a lot, and I can tell you, it aint pleasant. Air Garuda (Indonesia) are an interesting airline also.

According to this link

http://www.alphaeagle.com/~flyingfans/airlineratings.html

it is Indian Airlines (if you discount the fact that they have grouped all Former Soviet Union airlines together, and all Peoples Republic of China airlines together).

MargeB Garuda Indonesia are just plain scary! I've flown with them twice on long-haul flights, and never have I been so glad to get back on terra firma.
lol. my friend had to disembark a small Garuda jet and help the other passengers 'push' the plane away from the gate.
My favs were always Air Afrique. Once, the steward told me to 'sit down and shut up' when I refused to fly without an immediate explanation as to why there was lots of water dripping nearby my seat and part of the ceiling had fallen away. Another time we did an emergency stop on a runway (this is not slowing down, it's an 'emergency stop':you'll know it when you feel it). The pilot, a french trainee, later simply shrugged his shoulders at me and said 'oh that? That was just one of those guys on the luggage buggies. He pulled out in front of us on the runway just as we touched down. We had to do a 'full stop' to stop killing him and risking the aircraft'.
We also had an aircraft engine failure in west africa once, and had to go back to town while Air Afrique sorted out some new engine parts. Whle waiting we actually witnessed the arrest of 4 men, executed that night, after being caught on the far end of the airport perimeter, with 2 shoulder mounted missile launchers, getting ready to down our aircraft. you just don't read about these things in the UK papers...
