I believe that part of the probem is the difference in attitudes between East and West.
In the West, religion is a choice, a part of life. In the East, it IS life, woven into the fabric of the national psyche.
In the West, we have professional soldiers who do a 'job'. In the East we have men who are more than willing to die for the freedom to live their lives as they see fit.
In the West, we have the arrogance to presume that democracy fits everyone, and should be imposed on other nations. In the East, they have a tribal society that has existed since medieval times, and they fiecely resent the invasion of others trying to chnage them without their interest, much less their consent.
To me, the defintion of 'terrorism' depends whose rifle barrel you are staring down, and whose bombs are decimating your bit of the planet.
Diplomacy and communication will stop terrorism, as Churchill said, 'Jaw jaw, not war war.'
He was right then - he is right now.
If we stop invading other nations and forcing our beliefs on them, they will stop sending people to kill our civillians.
It sounds simple --- it is.
