when measuring for hand baggage on a plane do you have to count wheels and handles in measurements or just the case?

Many thanks to anyone who can help me.

Check with your airline to find out details of their cabin bag policy. The dimensions of your carry on bag must not be larger than 56 cm long, 45 cm wide 25 cm deep - including side pockets, handles or wheels.

Thank you, need to change my case!
again, check with airline, ryanair says 55cm by 40 cm by 20 cm total size, and check weight allowance too, ryanair is 10 kilos for hand baggage
I imagine it's everything, as they use the little bag cages to check if they think it's too big...
Last time I took a plane trip, i was amazed at what other people got away with for their hand luggage.

In some cases, it was literally a full sized suitcase that couldn't even fit in the overhead bins!!!!!

How they got away with it I'll never know.
as others say, check with airline.I traveled with Easyjet and my camera bag didn't fit the dimension box.Was prepared, reluctantly, for it to go with rest of luggage, but told by check in people it would go in cabin.
