Smoking in Bhutan

I know there is a smoking ban in public and tobacco sales are ilegal, but is there anywhere where tourists can legally smoke there and can they bring cigarettes in with them?

Bhutan has a very rigid society, which follows strict rules (with hardly any grey areas). I'd be amazed if they made any exceptions to the smoking ban just for tourists.
