No but it's probably not a bad idea, depending on which country you're from. You certainly should carry some form of photo ID.
No, it won't be a proper police state for three or four years yet.
The only person who seems keen on compulsory ID cards wouldn't be able to read it anyway...
No, and after getting fined, searched and robbed by the police in Russia for forgetting you had to, good job too!!!
