the have bulit a new hilton right next to deansgate station and it looks amazing, that is right near everywhere i guess.
The midland is nice and fairly central and the lowry is newer but a bit further out and proably a bit more pricey. The picadilly (not sure if its still called this!) is very central for shopping and I believe its been done up but don't quote me aS I've never been inside.

Have a lovely time with your mum. I love manchester, The art gallery was done up a few years ago and is fab and the wheel and URBIS are also good and right next to selfridges and M & S and Next.
The closest to the shopping area is the Renaissance:

The V&A is not exactly city centre and is quite pricey.
all the above expensive
ibis have two hotels at approx 40 per room per night check them on the web
search in google.. ibis hotels in manchester
agree with delboy, the Renaissance is the closest. A very nice one thou is Great John Street which is opposite Granada Studios at the top end of Deansgate. From memory there are bus stops outside most of the hotels which do run direct in to the city very regular
