i have been paying off for 2 flight tickets but other person don't want to go can i get my money back from the shop for the 1 ticket i don't need

It depends what sort of flight tickets you have and the T&C under which they were sold whether you will get anything back.

You ought to get at least the taxes back - but some airlines charge a handling fee which just happens to equate to the taxes.
try and find someone else who wnts to go and then you only pay a name transfer fee, if its charter they dont refund.
I think the best thing to do is speak to the agent who sold you the ticket. Most scheduled airlines sell a lot of tickets that are non-changeable and non -refundable meaning you can't amend the name of a person travelling or cancel for a full refund. This usually applies to lower priced tickets on the particular route. If you pay more (for the same flight) you can usually buy a ticket which will allow you to forfeit the first�100 for example and get the rest back. It really does depend on your specific ticket. Terms and conditions differ even on the same flight.
....the only other thing you could do is see whether you're covered by insurance for the other ticket. If theres a chance that the other person isn't travelling for a legitimate reason such as illness of themselves or close relative etc any up to date travel insurance policy should provide cover to obtain at least a partial refund
