The Ritz on Picadilly or Brown's Hotel almost opposite. I've been to both. The Ritz is spectacular and all what you would expect - and more. Browns is much smaller, cozy and more personal.
If you like tea go to the Ritz. A fantastic variety and all delicious. I had about 13 cups(!) all without milk.

It might depend upon your budget!

It would probably be difficult to beat the offerings of some of the big hotels, such as The Ritz

or that at the Royal Albert Hall (which I've often rather fancied myself)
https://www.royalalberthall.com/tickets/events/afternoon-tea/
but you need plenty of money for such places!

Somebody kindly gave me a voucher for afternoon tea (for two) at Patisserie Valerie though and both my friend and I were really impressed with everything there. If I was seeking a reasonably-priced afternoon tea in central London, I might well head for their branch at 55 Wilton Road in Victoria/Pimlico. (If you're going with a friend, buy a gift card online first, to save yourself some money: https://www.patisserie-valerie.co.uk/products/afternoon-tea-experience-gift-card )
nice teas and smashing views from this one

Not cheap but probably about par for tea in London.
I took my wife up the OXO Tower.
I agree with Derek, Brown's would be my choice, it's lovely.
there are 18 pages of lists here (though I'm not sure I've been to any ot them)

If you're a fan of Agatha Christie, Brown's would be a good choice - she used it (but changed the name) in 'At Bertram's Hotel'.
Some years ago I had a Breakfast At The Wolesley - the meal was excellent, but the place is a bit large and subsequently can be noisy (we were lucky in getting a balcony seat which was a bit secluded)

They also do afternoon tea.

The BBC Good Food magazine is usually a reliable source of information:

The Caffe Concerto is really lovely place. On Whitehall, just off Trafalgar Square. I'd recomend it. Been there a couple of times.

No-one has mentioned costs. The Ritz is £67 per head.
Clarion, that link says it's next to Greek Park station, which is a good mile from Whitehall. Is there more than one branch?
lol, Green Park, I think the Greek park is in Islington somewhere.
jno, I think they have other branches but when I click on the link it gives the address as Whitehall, on the left hand side.
Two Cafe Concerto in central London and one at Westfield
And it says "Whitehall" across the photo!
^^^ Is there more than one branch?

10CS's link definitely goes to the Whitehall branch but there are 18 altogether in London: https://www.caffeconcerto.co.uk/restaurants/#list
but on the right hand side it says

Our beautiful branch of Caffe Concerto is situated right in the heart of London's Piccadilly by Green Park Station. Offering breakfast, lunch, afternoon tea, dinner...

Perhaps the web master is on holiday.
For quirky have a look at the Afternoon Tea Bus Tour. It takes in all the sites with afternoon tea served on board the routemaster bus.

With the Caffe Concerto you have the option of using McDonalds, which is right next door!
