Beautiful city.
I treated myself and stayed at the Parador on top of a steep hill overlooking the city and the river Ebro below. Even if you stay elsewhere it is worth going up there for a glass of wine and the view.
If you have access to a car, be sure to drive out into the delta of the Ebro. Fascinating landscape.
A lot of fighting took place here during the Spanish Civil War. Worth looking into before you go.
Also, I understand a great place for fishing.

Thanks JennyKenny, I am intending to stay in the parador as there is a winter discount and as I am an 'amigo de paradores' and live 6 hours away by car it looks like a good spot for a winter break. It also played a small part in the peninsular war(which the Spanish call the 'war of independance').Napoleon's troops besieged it and eventually destroyed enough of the city walls to gain entrance and take it.
Have a great time.
I have fond memories of my visit.
A bit off subject but I drove passed Tortosa over the Ebro once to visit Pensicola
To look at the beach and castle featured in El Cid The castle Valencia in the film was the palace of Papa Luna.
