No Hotel Wifi. Refund?

If a hotel advertises wifi and for more than 50% of the time you are there, it is not working, do you think you are eligible for a discount??

Dunno, but I checked into a Hotel in Eastbourne that claimed to have free WiFi. Didn't work, so I complained immediately. They moved me to another room, where it still didn't work, so I checked out again. They waived the cancellation fee (I was booked in for 3 weeks), and refunded me for the one night I'd already stayed. Seems to me, that if you stayed regardless of it not working, it can't have been that important to you.
Are you sure that it wasn't working. My netbook worked fine on my home wifi and on the free wifi in pubs, etc, but repeatedly failed to connect (or connected and then disconnected) with the wifi in a B&B that I was staying in. That was until I reset the TCP/IP stack on my netbook and everything was fine. Perhaps you had a similar problem?
However if there was definitely a fault in the hotel's system then I'd say that you should be eligible for a small refund. (Where hotels charge for wifi it's often between £5 and £10 per day, therefore you'd probably be entitled to a similar amount off your bill for each day without access).

Complained within an hour of arriving, on Sat 5th, in Lyon.
Told that the whole system was down.
(And no, I didn't want the aggravation of changing hotels). Nothing all day Sunday.
It rallied for about two hours on Mon 7th, then went off again.
Took my iphone and iPad down to reception, and they managed to get a connection, but as soon as I plugged them in to recharge, the signal disappeared again.
Mentioned it again to the receptionist this morning at checkout and asked for a 10% discount, but she said she wasn't authorised, and gave me the manager's email.
I gave up. Sitting in an Irish pub at Gare-Dieu station at the moment and have no problem with connection.
