He may be best applying for British Citizenship and getting a British passport than applying for a Brabadian (is that right) passport. A neighbour of mine was born in Canada, came here when 6 months old and got a Canadian passport last year to go on holiday. On return Immigration quizzed her and stamped her passport 6 months visitor! She got it all sorted out in the end, but it was all very worrying. Still, immigration did say that if she'd come into the country from Canada with her Canadian passport she'd have been okay, so that might also apply for your Father.
