How do I find out where someone has traveled abroad and where they are staying

You cant. Ask the person. If they dont know you or wont tell you then tough.

If the person is staying for a long period, the embassy may be able to help depending on why you want to contact them.

It depends also why you want to know. If it's a matter of life and death, the embassy may help, since they can track passport activity, but not for any old question. If you just want to find out where a mate is who's on holiday, you can't.
