Tourists, many of them pensioners were arrested for playing bingo in a bar in Albufeira. The prizes on offer was not money but biscuits, cakes and sweets.
Others arrested were people watching TV, their crime was observing a crime being committed.
The tourists were driven to their apartments/hotels to collect passports, and kept at the police station till early morning.

oh...i see.. this is a brain teaser! maybe a 'what crime was being committed?' line at the end wouldve clarified things!
