I have hired a car in Spain using only a UK license and a passport as ID
depends on age as well, some require extra liability insurance for under 21 years old.
Actually the age for extra liability is at least 25yrs

I've rented cars in Spain a few times now and have only ever had to produce my passport and my paper driving licence.  (I don't have a plastic licence yet having never needed to replace my original one).  However, I have read that if you have a plastic licence and you want to hire a car in Spain you need your plastic licence and your paper copy as well, so best check up on this before you go.

gazzawazza that sounds perfectly feasible to me - its just the sort of nonsense the Spanish think up!
