it's quite possible the tipper-offer was one of the drinkers, unless everyone was at it, in uniform, somewhere they could be seen by the public.

The tip off was probably from the ground staff who could smell the booze on him. That`s usually how it works.

Simple solution to this problem...use the breathalyser on every pilot before they fly.
